The Department is establishing a small, dedicated team of civil servants to develop and oversee the roadmap and portfolio development, led by a DfT Deputy Director. The DfT team will report directly to the Director General of the Corporate Delivery Group, working closely with the wider Executive Leadership Team and ensuring a collective leadership approach to change implementation is developed across the Department. The external partner will need to provide knowledge and expertise in holistic change management, including supporting best practice programme development and road mapping. The external partner will have knowledge of the key areas for implementation of the SDR as they relate to DfT in its current state. These include Prioritisation, flexible working, spans and layers, Business Admin support, Grant Funding, Sponsorship, AI and processes and ways of working. The external partner will be required to work at pace in areas such as data gathering and analysis, project and programme management, workshop facilitation, roadmap generation, managing complexity, sustainable knowledge transfer, communication and collaborating. They will be required to communicate complex plans and any associated risks and issues with clarity. The team will be required to produce a number of outputs, generally in the form of written reports, visual presentations, and will be required to provide relevant workshop facilitation, verbal briefings and attend meetings alongside the civil servant team and the DfT Executive Leadership Team.
