Design and Embodiment of up to 16 Tornado GR4 Aircraft to ensure compliance with EU Commission Regul

Radio equipment. 1. Expressions of Interest are sought from companies interested in meeting the requirement to carry out a design and embodiment programme to a maximum of 16 Tornado GR4 Trainer Aircraft to ensure that the onboard radio system achieves compliance with European Commission regulation 1265/2007. The regulation stipulates that the aircraft should capable of using 8.33 kHz channel spacing in the VHF Air Traffic Control band by no later than 31st December 2015.2. Assumptions:a. The radio fit will include the Rohde & Schwarze cagnet radio and remote control units as freed up from the current fleet as they are modified to the Secure Communications On Tornado (SCOT) system.b. The antenna fit will be that used by the SCOT/cagnet equipped aircraft. This will aid clearance activities.c. The radio fit will not be controlled by 1553 databus.d. Range metrics will be no worse than the cagnet radio fit.3. Interested companies will be expected to have the following skills and experience:a. Comprehensive knowledge of CAA/MAA legislation.b. The will be a DAOS approved organisation.c. Detailed knowledge of the platform communication specification and its current design.d. Detailed knowledge of the ARC/PTR/Cagnet communications equipment.e. Detailed knowledge of the communications systems security requirements and procedures.4. This requirement is to be fulfilled with the placement of a contract that will deliver no later than 31st December 2015.5. Interested companies must be in a position to provide specialist technical support to Tornado and potentially carry out any emergent work that results from the embodiment programme.6. Companies who submit an expression of interest may then be required to complete and return a Pre-Qualification Questionnaire (PQQ) as part of the tendering process. On conclusion of the PQQ exercise, successful companies will receive an Invitation To Tender (ITT) and will be provided with the full specification which their solution must meet.7. Contractors who wish to express an interest in this tender are to forward a written EOI to the issuing branch, addressed for the attention of FAST-Comrcl2a2.
