Design and Implementation of Mid-Term Review and Final Evaluation for the Institutions for Inclusive

DFID hereby announces the launch of procurement for ‘Design and implementation of a Mid-Term Review and Final Evaluation’ for DFID's Institutions for Inclusive Development (I4ID) programme. Through I4ID, the UK is contributing up to GBP 14 000 000 over 5 years (2016-2021) to strengthen democratic governance institutions in Tanzania so that they are more inclusive and accountable, and economic growth provides more benefits for poor people. Most of I4ID is implemented through a single programme management contract, procurement for which will be finalised in April 2016. I4ID is designed to constantly adjust programming in response to its changing operating context, emerging opportunities and feedback on project performance. The programme also integrates a focus on political governance, and on tackling collective action problems through coalition building, both of which offer particular challenges from an evaluation perspective. DFID expects that delivery of the I4ID Mid-Term Review and Evaluation will require a supplier with the ability to adjust to the changing direction of the programme, using a range of skills and experience to assess the effectiveness of the flexible ways of working that I4ID incorporates, as well as readiness to explore a range of options for evaluation in order to secure a good fit with the programme and DFID's evaluation needs.
