Bron Afon Community Housing Ltd are seeking to let framework contracts for the design supply and installation of Photo Voltaic (PV) electrical generating systems, including related electrical connection works to both residential and commercial properties. The appointed framework contractors will be expected to provide consultancy advice identifying the best means of achieving and implementing this in association with the works detailed above taking into account the constraints of the project in terms of time and supply chain capacity.Enquires are sought from MCS or similar approved companies with the experience in the design and installation of multiple PV installations, to a tight timescale. Applications to bid for these works will be judged following the evaluation of a PQQ, from interested bidders.Works will be divided into lots as detailedLOT 1.£4M Estimated value.Approx 600 InstallationsWorks to the value of up to £4M. It is the intention of Bron Afon to allocate works equally between 4-5 successful bidders. Works will be allocated as a percentage of contractors turnover (25%) to minimise risk to client. Qualification for Lot 1 :-£1M relevant turnover over period of trading history.LOT 2.£1-6M Estimated Value.Quantity of flat roofs to be included is yet to be finalisedQualification for lot 2 will be satisfied by qualification to lots 1, or any of lots 3-6.LOTS 3-6 £3-8M Estimated Value per lotUp to 1350 properties per lot.Contractors can bid for 1 or 2 lots.(from Lots 3-6).Framework of 4-5 suppliers per lot, with the intention to award works to a single turnkey bidder per lot, who may carry out the entire works dependant on program and efficiency. Remaining suppliers will undertake works that the principle supplier cannot undertake for financial reasons (i.e. 25% of turnover) or for example: Default, Delay, Costs, Defects, or if there are no sufficiently large turnkey suppliers with experience of delivery of PV projects to this scale.Qualifications for Lot 3-6 :- £2.5M relevant turnover, over period of trading history, per lot bid.LOT 7£5-30MQuantities to be finalisedWork for LA`s and RSL`s in Wales as call off frameworks. This Lot is designed for use by LA's and RSL's in Wales who may wish, and are authorised by Bron Afon, to make use of the framework for solar PV panels created by this procurement on a similar basis to that set out in the other Lots.Qualification for lot 7 will be satisfied by qualification to lots 1, or any of lots 3-6.Bron Afon Community Housing is committed to achieving economic, social and environmental well-being for its residents and implementing the Community Strategy so as to ensure a better quality of life for everyone, now and for generations to come. To achieve this it commits to the following actions to the fullest extent possible within the relevant legal and policy frameworks and the available funding:i) To consider what recruitment and training, equal opportunities and supply-chain opportunities could be obtained from each services contract ii) To include training, equal opportunities and recruitment requirements, and supply-chain opportunities in its service requirements, where it considers this appropriate;iii) To include other social and environmental matters in its service requirements, where it considers this appropriate; andiv) To use these requirements in all stages of the selection and contract award process, and as contract conditions.
