Dumfries and Galloway Council has a requirement for a practical, pragmatic and independent person or company to be the Designated Person, as specified within the Port Marine Safety Code (PMSC) published by Department of Transport in November 2016 and detailed in the PMSC’s accompanying Guide to Good Practice on Port Operations, as updated in February 2018.
