The YMCA building in Merthyr Tydfil is a prominent building of international significance created by Wales’ foremost architect, Sir Percy Thomas, his first individual design. Dominant still in the modern townscape this four storey, terracotta-faced structure is cause for urgent concern. Originally conceived as a centre of social advancement and personal improvement, the YMCA has become an undeniable symbol of Merthyr striving for Regeneration. Its loss would create a void in the Town’s distinctive heritage and signal a continuation of decline.The proposal to regenerate this at risk Grade II Listed building will, as well as preserving the striking exterior, create an innovative and collaborative workspace to attract the creative industries and professional service sector into the Town Centre. With 980m2 of integrated and flexible commercial units, it will provide an inspirational hub for economic and social activity in the heart of Merthyr Tydfil.In order for the Contracting Authority to determine the best route to market, we are seeking expressions of interest from developers at this stage. The building and its operation is subject to Contract, however there are a number of points that will inform potential interested parties.The Contracting Authority has applied for funding from both the National Lottery Heritage Fund and the Welsh Government’s Building for the Future Programme for £5.2m and both Programmes have several economic outcomes attached to them.The building will require specific renovations to the exterior which have been identified by an appointed Client Design Team and there is some limited scope for design on the interior, which has been outlined below, in relation to the Programme targets.The Design Team has not only been appointed to develop existing designs but will project manage the refurbishment contract upon award.
