Development of a Business Case for the Energy Sector Remote Operations Centre of Excellence

The scope of this tender is to develop a business case, and associated deliverables, for the establishment of Remote Operations Centre of Excellence (ROCE). Primarily focusing on the Energy Industry needs for a ROCE, the business case will draw upon the successful companies expertise and network in addition to the internal ETF and NZTC teams, ARO project consortium and wider cross industry contacts. It is anticipated the requirements of the project will include, but not limited to: 1. A comprehensive review of ARO project outputs/findings, ETF project outputs and industry publications and papers 2. An options analysis that outlines the appropriate shape, function, and purpose of the ROCE. 3. In accordance with HM Treasury Green Book (2022), the development of a 5 Case compliant Strategic Outline Business Case. (a) This should include an executive summary and the 5 cases: (i) Strategic case (ii) Economic case (iii) Commercial case (iv) Financial case (v) Management case (b) The majority of focus and effort should be on the Strategic, Economic and Commercial Cases 4. A logic model or equivalent model that graphicly illustrates the relationship between the ROCE, its resources, activities, and its intended effects and outcomes. 5.
