Development of Teaching Resources for Social Services Practitioner Qualification

Social Care Wales are seeking tender submissions for the development of teaching resources for the new level 4 City and Guilds Social Services Practitioner qualification.BackgroundThe new level 4 Social Services Practitioner (SSP) qualification went live from 1 September 2020. The delivery of the qualification is complex in that it must be assessed by a qualified social worker, with funding drawn down via the apprenticeship framework by work based learning providers. To make this work, there needs to be partnership agreements between local authorities (who have access to the qualified social workers and will provide learners) and work based learning providers (who can access the money but limited qualified social workers).Social Care Wales (SCW) have set up a National Partnership Social Services Practitioner / Information, Advice and Assistance (SSP/IAA) group and 3 Regional Partnership SSP/IAA groups to take the work forward. It has been agreed that although the partnership agreements with work based learning providers (WBLP) would be arranged on a regional basis, the teaching resources would be developed using an all Wales approach to support consistency of learning.Initially, we split the 6 units up between the Regional Partnership Group to develop the teaching resources, however, this is proving to be problematic as the local authorities simply do not have the capacity to complete the work and there is a huge imbalance within each region of what each local authority is able to contribute.There are 5 units in total which need teaching resources. The safeguarding unit will be covered by local authority statutory training.Some of the units already have resources which could be used, i.e.; from our ‘Act’ hub, and some have none at all. Each unit has been mapped to all resources identified and National Occupational Standards.The work would be governed by the National Partnership Group (of which Social Care Wales are a member).It is anticipated that the work shall be commissioned across a number of providers, thereby forming a Supplier Framework, to ensure that sufficient knowledge will be available across the various suppliers within the framework, to develop all of the required teaching resources.Suppliers may tender for any one, or multiple lots, or even all of the lots, according to their abilities and capacity.See Specification for more detailNOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=105788.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility.
