TfL is responsible for enforcing traffic regulations, including vehicle movements, parking, loading, and bus lane restrictions, to help reduce delays and improve journey times, reliability, safety and the environment for all road users on the Transport for London Road Network (TLRN). TfL manages the entire enforcement process which includes engaging with stakeholders and partners to enact protocols and legislation, developing and utilising a network of cameras and an on-street presence to capture contraventions and monitor compliance whilst also overseeing the Penalty Charge Notice (PCN) processing service. TfL currently utilises its own back office Digital Traffic Enforcement System (DTES) which has been specifically tailored to TfL's requirement to support the management of these operations through monitoring of CCTV camera footage of contravention and non-compliance and processing of associated video data capture and external data feeds for onward transfer to a third party to manage the PCN process. DTES is operated from a TfL office located in central London and is hosted at TfL data centres. TfL requires a capable supplier to provide the requisite scope of services for DTES which shall include but not be limited to the following: — Maintenance and Support of the existing DTES System (software and hardware infrastructure) including emergency and out of hours support, — Software development (as required over the term), — Hardware supply (as required over the term), — Software management services and supply (as required over the term), — Consultancy services.
