Skillset, the Sector Skills Council for Creative Media (which comprises TV, film, radio, interactive media, animation, computer games, facilities, photo imaging, publishing, advertising and fashion & textiles) is the strategic body, licensed by government and endorsed by industry, to develop the skills, training and education policy for the Creative Media Industries. Skillset Cymru, the Welsh arm of the council, is tasked with taking forward Skillset''''s work within a Welsh context.Skillset Cymru has secured funding support from the European Social Fund (ESF) via the Welsh European Funding Office (WEFO) to deliver the Skills for the Digital Economy Programme. This programme seeks to develop and deliver flexible, industry-led, high level skills provision which meets the needs of Creative Media employers and freelancers working in West Wales and the Valleys, supporting the knowledge economy and safeguarding the performance and productivity of the sector in these regions. These regions include the unitary authorities of Isle of Anglesey, Conwy, Denbighshire, Gwynedd, Ceredigion, Pembrokeshire, Carmarthenshire, Swansea, Neath Port Talbot, Bridgend, Rhondda Cynon Taff, Merthyr Tydfil, Blaenau Gwent, Caerphilly and Torfaen. Please note that as a condition of the funding, this programme is not pan-Wales in scope and focuses entirely on supporting the Creative Media workforce in West Wales and the Valleys, where GDP per head in these regions is 7% lower than the European average. For participants to be eligible, they must live or work within these areas. For further guidance on eligibility, please refer to Draft Terms and Conditions.Industry in West Wales and the Valleys has identified a need for a scheme is predominantly aimed at developing 10 Directors with a significant track record in Directing and open to Directors working in TV;An element of this scheme will also need to be aimed at Higher and Further Education Institutions within Wales, providing sessions as introduction to or raise awareness of good Directing/Location Directing as Visual Storytelling;In terms of the nature of the delivery itself, we are open to suggestions from those who are thinking of tendering for this contract as we want to encourage innovative thinking in terms of the best model possible to address industry needs. We have listed below a few examples of the type of delivery models/topics which could be used/covered. However, we cannot stress the importance for those tendering for this work to come up with some innovative models of their own. Examples of the type of training delivery which could potentially be used:-Practical sessions/master classes providing structured learning and covering key elements, such as casting, working with actors, shot selection, composition, framing, juxtaposing shots with your other shots through editing, sync-sound, and music;Use of practical case studies/examples to demonstrate how these various elements communicate the themes, conflicts, and story arcs;An awareness of shooting in digital and HD;Understanding of genre, exploiting the assumptions every audience brings to a programme in advance;Detailed analysis of the delegates’ own programmes and scripts; delegates are therefore encouraged to bring along an example of their own work, preferably a short programme in DVD format;Networking and mentoring opportunities with respected and established directing talent UK wide and internationally; the mentoring should be aspirational and at a high level; the selected mentors must be prepared to give significant commitment and time to foster the success of the sponsored participant.Skillset are looking for training organisations that can demonstrate the following can apply to Skillset for a grant to deliver this training scheme:They are working within the UK TV industry and are making an industry-led application with confirmed partners on board;They have an in-depth working knowledge of the structure of the UK TV industry and its freelance workforce especially in Wales;They have established relationships with broadcasters and independent production;They have an in-depth working knowledge of the role of Director and the talent and skills needed for Directors to develop and grow as visual artists.
