Nottinghamshire County Council is leading on a tender process to procure a framework agreement for disagreement resolution services, mediation advice and mediation services. There are 8 other local authorities across the East Midlands who are interested in using this framework agreement, namely: Derby City Derbyshire Leicester City Leicestershire Lincolnshire Northamptonshire - information required Nottingham City - Information required Rutland The services to be commissioned will be focused on children and young people aged 0 - 25 years, who have special educational needs and/or disabilities. The provision will be targeted at the parents and carers of these children and young people, and the young people in their own right. In addition to the 9 local authorities of the East Midlands, other interested parties may include schools and colleges for the disagreement resolution service; whilst health services and other public bodies across the region may be interested parties for all 3 lots. For the purposes of this contract interested parties comprising of schools and colleges are referred to throughout this document as indirect customers. Interested bodies such as health and other public bodies will come under the definition of contracting bodies and as such will be able to call-off services directly. The East Midlands region's detailed requirements are defined in Part 3 of this document - Specification. The framework agreement will be divided into 3 lots: Lot 1 - Disagreement Resolution Services (multi-provider lot). Lot 2 - Mediation Advice (single provider lot) Lot 3 - Mediation Services (multi-provider lot) This is a competitive procurement conducted in accordance with the open procedure under the Public Contracts Regulations 2006. The Council will not negotiate any terms of the ITT (including the Contract). Consequently, it is vital that Bidders raise any points of clarification before the time and date referred to in the timetable at paragraph 3.3. Should the Bidder find discrepancies in, or omissions from, the ITT, they should communicate this via the Portal. Bidders must comply with the terms of this ITT and should read the entire document carefully and take any independent financial or legal advice, if necessary as early as possible in the process.
