Introduction and ContextMonmouthshire County Council is required by law provide a dog warden service to take in and look after any stray dogs in the county. We are seeking for a kennelling service to provide this service on behalf of Monmouthshire County Council.In 2015 Monmouthshire County Council took in 94 dogs throughout the year. These were then either reunited with their owners, passed on to an animal charity for rehoming. Euthanasia will only be carried out if the dog is too unwell or injured to be rehomed and not as an alternative to rehoming.Objective of this procurementThe objective of this procurement is to find an appropriate kennelling service to act as dog warden on behalf of Monmouthshire County Council.The contract will initially be for a two year period with the potential for extension on an annual basis for a further two years (so in essence 2+1+1).How the service works: Technical specification1.The supplier must be able to provide kennels to house all stray dogs that are taken in by Monmouthshire County Council. In 2015 Monmouthshire County Council took in 94 dogs over the course of the year.2.Must be able to house the dogs for a maximum of 14 days to give the owner opportunity to claim their dog.3.Any dogs that are not claimed by their owners within the 14 day limit must be passed to an appropriate animal welfare charity to avoid the destruction of the dog.4.Dogs that are passed to animal welfare charities will be treated for worms, fleas and ticks, and any vaccinations required administered. This will be done by an appropriate vet service, arranged by Monmouthshire County Council once tender has been awarded. Transportation of the animal will be the responsibility of the kennels. Mileage will be paid.5.Must provide a collection service for tethered stray dogs anywhere in Monmouthshire County Council during normal office hours (0900-1700 Monday to Thursday 0900-1630 Friday). Decisions on whether to collect the dog will be made by a Monmouthshire County Council officer. Mileage will be paid for all call outs. The response time for tethered stray dogs will be 4 hours.6. Must demonstrate appropriate training has been undertaken to enable warden to collect aggressive dogs safely. e.g. poling dogs7.Must take in all dogs brought in to the kennels 24 hours a day 7 days a week.8.Must provide a reception during normal office hours for owners to collect their dogs (0900-1700 Monday to Thursday 0900-1630 Friday).9.Must be able to take cash or direct debit/credit card payments for any fees that have been incurred by the dog.10.Must make every effort to find the owner of any dog collected or brought in to the kennels including using microchip reading. Microchip reader to be supplied by Monmouthshire County Council.11.Any decisions on veterinary treatment other than fleas, ticks and worms for impounded dogs to be decided by Monmouthshire County Council officers.12.Supplier must hold a valid “animal boarding establishment licence”13.Supplier must administer microchips to dogs taken in to the authority when it is deemed necessary by Monmouthshire county council officers. Must hold valid certificate to do so.14.Must have an appropriate vehicle to transport dogs.15. The supplier will need to demonstrate that any animal in their care will be treated to the highest standards. The animal will be safe and provided with everything it may need whilst in the care of the kennelling service.The DataAll data for dogs must be gathered and kept by the kennelling service.
