DoH Disability Advisory - Disability Policy Analysis - The Department of Health invites tenders for the provision of disability policy analysis expertise and advisory services for a period of one year.

The Department of Health is seeking to engage the services of appropriately qualified personnel to advise and guide Departmental officials in relation to the development of evidence-based health sector policy and practices for people with disabilities, on a consultancy basis. This will include involvement in inter-Departmental and cross-sectoral work with respect to the provision of services and supports for people with disabilities.   The successful Tenderer will be required to provide policy analysis expertise and advisory services to the Department on a range of disability related issues including economic and financial matters, as and when they arise. This work will include the preparation of advice papers, research and analysis of disability data and trends, attendance at meetings with senior Departmental officials and the Minister and presentations to senior health decision makers, as and when required. The successful Tenderer must be able to demonstrate a good knowledge and understanding of the current disability regulatory framework in Ireland as well as a good knowledge of the disability services operational environment in Ireland and other relevant jurisdictions. Demonstrable experience in policy development, with a particular focus on financial and economic analysis, in the health sector is essential. It is anticipated that the successful Tenderer may be required to progress a number of different work projects simultaneously. The budget is €50,000.00 (exclusive of V.A.T) and the timeframe is one year, with an option to extend the contract for a period of 12 months, if required. A minimum time commitment of 100 days per year on the part of the successful Tenderer is envisaged.
