At a meeting of the London Borough of Tower Hamlets' (LBTH) Cabinet on 3.11.2015, Members agreed to the relocation of the current Town Hall at Mulberry Place to the site of the old Royal London Hospital on Whitechapel Road. This move would respond to the impending expiry of the Council's existing lease in Mulberry Place (which is due to expire in June 2020), and enable the consolidation of the Council's existing assets, delivering year on year revenue savings, and releasing surplus assets for housing provision.Members also recognised the importance of maintaining a Local Presence across the Borough, most visibly through Idea Stores and One Stop Shops. In order to enhance the current Local Presence in the Bow area of the Borough, Members agreed to retain the current office provision at John Onslow House and provide a refurbished facility, which would better relate to its neighbouring Idea Store and One Stop Shop. The old Royal London Hospital site and John Onslow House refurbishment will thus provide all of the Council's back office requirements (currently assumed at 2 472 staff).The LBTH is looking to appoint an Architect led multi-disciplinary design team to provide primary services and optional call off services to the Civic Centre project.The successful architect practice will be required to act as Lead Consultant and Principal Designer on the development of both the old Royal London Hospital site and the refurbishment of John Onslow House up to the appointment of a Principal Contractor for both schemes. This will include design development to RIBA Stage 3.The LBTH wishes to procure a partner who is able to provide optional call off services to support the delivery of the broader Civic Centre.The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public Services (Social Value) Act 2012 the authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process. Detailed guidance and minimum levels of the economic and community benefit applicable to this tender will be available within the tender documentation.The anticipated contract start date is: Tuesday, 1.3.2016.The estimated value of the contract is:5 000 000 GBP (incl.
