Dyffryn House Redevelopment - Design and Build of a Waste Transfer Station Facility

The Authority intends to construct a Waste Transfer Station (WTS) facility at the site of Dyffryn House, which is situated within the Dyffryn Industrial Estate, Ystrad Mynach. The site is located at National Grid Reference ST 151927, west of the A469 in Ystrad Mynach, Hengoed.Dyffryn House is a large portal-framed building, with two-storey offices on the front of the building (west side) and a single storey warehouse at the rear of the building (east side). Dyffryn House was constructed in the mid-1990s as a paper/magazine-printing centre under the ownership of St Ives.The WTS will be located in the south east quarter of the existing Dyffryn House building. The WTS will handle approximately 70,000 tonnes of waste per year from the region and will have a total annual capacity of up to 90,000 tonnes a year.Based on data from 2011/12, the 70,000 tonnes a year waste stream will comprise of:·Approximately 20,000 tonnes/year dry mixed recyclables (glass, mixed plastics, cardboard, paper, cans etc);·Approximately 15,000 tonnes/year of green and food waste;·Approximately 35,000 tonnes/year of residual waste (black bag waste).The separate waste streams will be transferred into larger bulk transporters and waste recovery will take place elsewhere. Waste will be removed from the site daily.A weighbridge will be located outside the Dyffryn House building for the use of refuse collection vehicles (RCVs) and bulk transporters.The construction of the existing building comprises wall cladding, roof cladding and an internal ground concrete slab. A condition survey of the existing building carried out in April 2013 established that the structure and the building fabric were in a good condition and there is no need to replace it.Mechanical services of the building are in reasonable condition for their age, it is likely however that some mechanical services, i.e compressed air system, hot and cold water systems, ventilation and drainage and possibly heating and fire hoses will have to be replaced to conform to the latest regulations? Most of the electrical services will have to be replaced.The current warehouse area of the Dyffryn House is proposed to be redeveloped so it accommodates a WTS in the south-east quarter of the building. The RCVs (and with them the waste) are proposed to enter/exit the site through the south entrance, and enter/exit Dyffryn House on the south-east corner of the building, nearest to the WTS area; therefore the presence of the waste is limited to the southeast corner of the building.The construction within the building will consist of:-The bitmac surfacing of the internal waste carriers access road;-The installation of a weighbridge;-The construction of reinforced concrete push walls;-The erection of a steel ramp.-Ancillary drainage works; and-Security fencing.The preferred method of procurement in this respect is via a design and build contract, it is anticipated that this facility will be fully operational by March 2016 and in order to achieve this timescale the Authority is working towards running a Pre Qualification Questionnaire (PQQ) exercise in March 2015 with the tendering process commencing in April 2015 with a goal of awarding this contract at the beginning of June 2015.
