The Council has a statutory duty to improve outcomes for children, young people and their families. Cumbria's Early Help Strategy acknowledges that providing Early Help is more effective in promoting the welfare of children than reacting later. “Early Help means providing support as soon as a problem emerges, at any point in a child's life, from the foundation years through to the teenage years” (Working Together to Safeguard Children, March 2013).Effective Early Help services will reduce the number of children and young people who need to be supported through a Child Protection Plan, or entry to the Care and/or Criminal Justice system.
