Early Market Engagement (EME) for Delivery of Evaluation of Wajibika Programme in Tanzania

The United Kingdom’s Foreign, Commonwealth and Development Office (“FCDO”) is seeking a service provider (“Supplier”) to design and deliver the evaluation of the Wajibika programme in Tanzania. Wajibika is co-funded by the FCDO and the Swiss Agency for Development and Cooperation (“SDC”), represented by the Embassy of Switzerland in Tanzania (Swiss Embassy). £13.5m Wajibika programme commenced on 1 August 2024 and is expected to end on 31 March 2030, unless extended in line options set out in the contract. Wajibika is an action-oriented Swahili word meaning to ‘take action, be accountable, be responsible’. Wajibika’s intended impact is a more open, inclusive society in Tanzania where government demonstrates greater accountability to the needs of its citizens. This will be delivered through three strategic outcome areas: 1) effective civic space and inclusive political processes; 2) media freedom and access to information; and 3) Government of Tanzania (GoT) knowledge, will and capacity for public service reforms. Wajibika will be an adaptive programme to enable it to effectively respond to changes in the political economy. The contract for Evaluation of Wajibika programme is to ensure that FCDO and Swiss Embassy can understand, and maximise, the impacts and effectiveness of the programme, and to contribute to the global evidence base of what works in accountability programming. FCDO invites interested suppliers to attend an Early Market Engagement (EME) session relating to the procurement of Evaluation of Wajibika programme services. This EME will take place 9:00-10:00am UK time / 12:00 noon – 1 p.m. EAT on Friday 7 March 2025 and will be online via Microsoft Teams, with representation from both the FCDO Programme and Commercial Teams in Tanzania. This EME event is an opportunity for prospective suppliers to learn more about this opportunity for the Evaluation of the Wajibika programme in Tanzania, to ask questions, and to provide feedback on the proposed approach to the market.
