Early Market Engagement: Research to quantify the economic opportunities as a result of global energy transition for future UK Government policy development.

We are planning on hosting an early market engagement event to discuss the below project and assist us in developing our requirements, with the expectation that these requirements will be procured. The green transition will reshape global markets, provide new opportunities for businesses and have benefits beyond just reducing emissions. We want to build an evidence base to better understand how/where the UK can benefit economically from the global net zero transition and what the scale of these opportunities could be under different transition scenarios. We are seeking research to be undertaken to answer some key questions for us in order to inform policy making decisions. Questions we are currently considering, include the following: 1.Highlight the potential market size, and market share the UK could gain in different technologies/sectors from different global transition scenarios. 2.How will the pace of the global transition impact potential benefits from exports including investment, GVA, jobs created? In particular we could seek quantitative analysis in this space, likely with a 2030 timeframe. 3.Consider which sectors the UK has comparative advantage in? 4.Highlight the barriers to achieving these benefits, for example permitting and skill requirements. 5.Provide evidence on the benefits of being an early mover in a new and emerging sector, for example considering the benefits in carbon dioxide removal (CDR) technologies. 6.Consider the impact of faster transitions on cost curves of specific technologies (potentially ZEVs, heat pumps, CDRs) and the impact this will have on the UK. However, these questions are yet to be finalised and we are seeking to engage with the market to help refine these further. We will be looking for a quantitative, evidence-based narrative on the benefits from a faster global transition. Therefore, the role of the research partner would be to do analysis based on a finalised set of questions, such as those above, and create a published report. There may also be a need for a seminar/teach in on findings. In its production, it would be beneficial for there to be some interim milestones to test analysis/findings with analysts in Department for Energy Security & Net Zero. Our existing working timeframe is to run a market engagement session, procure and award a contract by November 2023 with final report and analysis completed by early-mid March 2024. The proposed budget and duration are subject to conversations held during market engagement. The Authority reserves the right following this engagement and should it choose to proceed to a procurement, to hold an open competition above or below threshold and or to utilise existing Crown Commercial Service or wider HMG Frameworks.
