ECO Deemed Scores Project

ECO is a government energy efficiency scheme. It requires larger energy suppliers to meet carbon and cost saving targets through the delivery of energy efficiency measures to domestic premises. Energy suppliers calculate the energy savings achieved by the measures (and therefore the score for the measure) using the Standard Assessment Procedure (SAP) or RdSAP. This is done on a measure-by-measure basis. The calculations require a large number of inputs which are collected through site visits. DECC is considering whether to introduce deemed scores as part of a future scheme from April 2017. This would mean that only a small number of inputs would be needed to calculate the score for a measure. A move to deemed scores will be dependent on the outcome of government policy development and consultation. The key deliverables for this project are a set of deemed scores and accompanying documentation detailing the methodology and assumptions used. The successful contractor would work with Ofgem, and take account of information provided by relevant other parties, to determine an appropriate methodology and set of assumptions for calculating deemed scores. Any methodology must be in line with SAP.
