North Hertfordshire District Council is undertaking a pre-procurement exercise furthering its knowledge of the current market for a comprehensive Electoral Management System (EMS) to support the efficient administration of Electoral Services throughout our district. The Council has prepared a specification and requests suppliers to answer the questions and participate in this pre-procurement market engagement. The requirement, as specified, includes the provision of a system capable of managing Individual Electoral Registration, the property database, the annual canvass, election candidate management, election planning (including venue and staffing management) and printing of election materials. The ability to use a cloud based software (SAAS) may be considered. Integration with other systems (e.g. Committee Management systems, Print suppliers, etc) is preferable.
