NPT Homes Limited is a newly established Registered Social Landlord which has been set up to Manage circa 9200 rented dwellings in the Neath Port Talbot County Borough area.NPT Homes will spend approximately £7.5 million carrying out electrical re-wiring to approximately 4000 of its properties, works will be a mixture standalone re-wiring and re-wiring in conjunction with other internal improvement works, such as Kitchen and bathroom replacement works and new heating installations which have been separately tendered.NPT Homes is seeking expressions of interest from suitably qualified and highly experienced constructors for the delivery of the re-wiring programme. Interested organisations should have a strong track record of delivering best practice on similar contracts and be able to work pro-actively with NPT Homes and other constructors to assist in delivering its social and environmental agenda within the communities in which it will operate.The re-wiring programme will comprise the complete replacement of electrical installations within occupied dwellings throughout the County Borough of Neath Port Talbot on a rolling programme. To best ensure completion within the timescales set for compliance with the Welsh Housing Quality Standard, NPT Homes is seeking to appoint up to three (3) constructors to a five (5) year framework agreement. Work will be allocated within the framework on the basis of three (3) geographical areas, with each constructor allocated responsibility for one of these areas. The geographical areas are:•Neath and associated valleys•Port Talbot and associated valleys•Pontardawe and associated valleysIt is currently envisaged that the majority of the works will be awarded to two contractors with a further one contractor acting as a reserve in case of failure of performance or capacity of the primary contractors.The split of work is anticipated to be 50% 50% basis respectively and works will be called off under the PPC2000 (amended 2008) form of contract.However NPT Homes reserves the right to reallocate work under the framework in the event of the inability of a contractor to fully deliver the works (further details will be included in the contract documents) All framework constructors will be tasked with working with NPT Homes, each other, small and medium enterprises and all of NPT Homes' stakeholders to deliver a best value, high quality re-wiring programme.The highest scoring 8 constructors from the PQQ will be subsequently invited to tender.
