Denbighshire County Council is considering whether to implement a solution for the electronic signature of contracts in order to reduce cost and speed up processes. Any such solution must be compliant with the EU regulation known as eIDAS (electronic IDentification, Authentication and trust Services) (EU) No 910/2014 and the Electronic Identification and Trust Services for Electronic Transactions Regulations 2016 . The Council has a continual requirement for the signature of contracts by authorised persons within the Council, although the number of contracts varies per year. Some contracts also need to be by deed rather than simple contract. The Council currently uses an EDRMS system to scan and file contracts, but all contracts are hard copy with a wet signatureThe Council is requesting a response from organisations who can supply software for electronic signature of contracts. The software must be compliant with EU regulation 910/2014. The Council does not require a bespoke solution and is only interested in existing off the shelf solutions. The solution must be capable of incorporating the Council’s standard contracts plus bespoke contracts which are required from time to time and drafted by the Council’s in house Legal Service. The solution must be capable of being used with contracts which are written in the Welsh language..The Council would like to invite expressions of interest with a view to potentially invite suppliers to demonstrate their software functionality.
