Use of the emergency procedure and use of the Negotiated Procedure without Prior Competition under Regulation 32.2.c of the Public Contract Regulations 2015. The response to the Covid-19 pandemic continues to focus on whole system partnership working including the delivery of a system Home First team. This team is focused on supporting people to leave hospital and return to their own homes, in line with the national modelling for hospital discharge. The second covid lockdown has resulted in unforeseen pressures on hospital discharge capacity resulting from greater numbers of general admissions to hospital than in the previous lockdown period. This resulted in the use of the emergency procedure for a direct award to four homecare providers, as a short-term measure to support the Home First Team to discharge people from hospital in a timely manner. This is an interim measure that will be fully addressed by the new Living Well at Home Tender which will integrate Reablement and long-term homecare.
