Under Regulation Reg 6(1)(c) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Where it is strictly necessary for reasons of extreme urgency brought about by events unforeseeable and not attributable to the University. This is also in line with the Scottish Procurement Policy Note SPPN 4/2020 20 March 2020: PROCUREMENT REGULATIONS DURING COVID-19 OUTBREAK. This contract is required to ensure the University Portfolio is operating safely and in full compliance to all regulatory requirements throughout the estate.
