This project seeks to deliver improved provision for children and young people with Emotional Wellbeing and Mental Health needs and achieve benefits through the provision of an integrated Tier 2 & 3 service.The Children and Young People (CYP) Emotional Wellbeing and Mental Health (EWMH) Service Partnership (the Partnership) covers Health's 7 CCGs (Basildon & Brentwood, Castle Point & Rochford, Mid Essex, North East Essex, Southend, Thurrock and West Essex), Essex County Council, Southend Borough Council and Thurrock Council covering the geographic county of Essex. The vision of this partnership is to improve the EWMH of children and young people, aged 0-25, with the aim of improving their educational and social life chances by ensuring easy access to, and provision of, high quality services that use evidence-based effective interventions.Since 2013, lead commissioners from the CYP EWMH Partnership have been working to develop an integrated, redesigned and comprehensive service model that integrates Tier 2 and Tier 3 services. A Clinical Reference Group has been established to provide clinical expertise into the redesign of the service and clinical reps will be involved in the evaluations throughout the procurement process.Current CYP EWHM commissioners, providers and wider stakeholders, including service users and their families, have acknowledged for some time that the current model of emotional wellbeing and mental health provision for children, young people, their families and carers provides insufficient integration between the traditional Tiers of CYP EWMH provision. Not all interventions offered are evidence based.The three Local Authorities, and seven Clinical Commissioning Groups (CCGs), are working in partnership across Southend, Essex and Thurrock to develop an improved response to children's emotional wellbeing and mental health needs. It is recognised that each partner brings a unique and important contribution to this process and all have agreed to work together to integrate commissioning, take an outcomes based and innovative approach and to develop more integrated pathways across health, social care and education.Partners recognise there needs to be fundamental changes to the current service model to ensure services are able to respond to current need, promote resilience and respond flexibly to future needs and shifting patterns including of resource across the county.The Health and Social Care reforms together with the current financial climate have given added impetus for an integrated commissioning approach via a joint procurement process for traditional CAMHS Tier 2 and 3 services between the Commissioning Organisations to enable enhanced flexibility, integration and collaboration between services and Tiers.The procurement exercise will be conducted using the competitive dialogue procedure.
