Employer's Agent Framework.

The Contracting Authority wishes to establish a Framework for the delivery of Employer's Agent Services in respect of its development programme. The Contracting Authority has a development programme of new build and major regeneration schemes across the North of England with an estimated value of between 15 000 000 to 35 000 000 GBP over the next 4 years. The selected consultants must be experienced in undertaking Employers Agent Services on a variety of new build refurbishment and regeneration projects.Services may include (without limitation) drafting project plans, managing site acquisition, building and scoping design and planning services, procurement of developers, preparing employer's requirements and tender documentation, acting as Employer's Agent/Client Representative under the Building Contract/Development Agreement, managing handover, benchmarking performance and organising post project completion reviews.It is important to the Contracting Authority to achieve value for money on all its development projects and therefore the selected consultants must be able to demonstrate experience of utilising robust benchmarking tools to test value for money at each stage of the development process and using complex and innovative development fee structures. The Framework will be divided in to 2 lots; each Lot will be awarded a non-exclusive Framework Agreement. 1 consultant shall be appointed for each Lot. The same consultant will not be appointed for both Lot 1 and Lot 2. Lot 1 is for a Strategic and Project Employer's Agent to oversee the implementation of the development programme and Lot 2 is for a Project Employer's Agent to be employed on a project by project basis to fulfil the role of Employer's Agent/Client Representative under the Building Contract/ Development Agreement. The Strategic and Project Employer's Agent will be required to fulfil the role of Project Employer's Agent on individual projects. If a consultant is successfully appointed to Lot 1, their tender for Lot 2 will be automatically disqualified.
