EMPOWER - Strengthening access to Family Planning (FP) in the Private sector -- Familiarisation with the FCDO Tender Process Event

Foreign, Commonwealth and Development Office (FCDO) is planning procurement for the provision of services to deliver EMPOWER - Strengthening access to Family Planning in the Private Sector, Component 3 contract with estimated value ranging between £3 - 3.5m over four and half years. Having reviewed all available routes to market, the FCDO decided to use an Open Procedure or Light Touch Regime (LTR) - Procedure defined under Section 7 Social and Other Specific Services of Chapter 3 Particular Procurement Regimes, Public Contract Regulations (PCR) 2015. FCDO would like to work with small and medium enterprises (SMEs) and organisations eligible to operate in Uganda and FCDO is keen to learn more about barriers to participation in tenders open to the market. To allow FCDO to make a decision whether to organise "Familiarisation with FCDO Tender Process" session, please register / log in to FCDO e-Sourcing Portal - https://fcdo.bravosolution.co.uk/ and complete Qualification Envelope for PQQ_1703 by 12 noon (BST) on Friday 16 August 2024. Please note that whist the Familiarisation with FCDO Tender Process session is planned in relation to the EMPOWER - Strengthening access to Family Planning in the Private Sector, Component 3, the event will not cover the requirements of the contract. Background information: Component 3 of the wider EMPOWER programme aims to contribute to creating a vibrant and self-sustaining private sector market for voluntary Family Planning (FP) services in Urban and Semi-urban areas. This will involve identifying the market segments that can pay for their services and building capacity of Private for Profit (PFP) and Private-Not-For-Profit (PNFP) outlets to provide these services affordably and sustainably. FCDO expects the private sector to play an increasing role in contributing to Uganda's targeted modern Contraceptive Prevalence Rate (mCPR) and to increase the share of FP service delivery covered by other funding sources beyond Government of Uganda (GOU)and donors, including, for example, out of pocket and health insurance. Potential interventions are expected to address both demand and supply factors, and the delivery partner(s) are expected to test and scale up the most appropriate interventions.
