A fundamental requirement is the development of a tri-partnering-type arrangement between the successful consultant and the 2 Councils. This will further develop the continuous improvement and performance in overall service provision that both organisations have demonstrated under the previous professional services contract.A partnering type culture supports the establishment of a single delivery resource, nominally between the consultant and the respective Council but equally between the 3 organisations. This would be founded on the combination of the services of the consultant with the 2 Council's own in-house resources to work jointly on delivering a range of engineering construction and transportation based services, functions and projects. There will also be elements of the services that would require the consultant to provide a professional lead.
