2023-Env-RFT-01 - Single Party Framework Agreement for the Delivery of Fly-Tipping and Waste Cleanup Services

The purpose of the contract is to provide the Contracting Authority with an all-inclusive service from a suitably competent, equipped and licensed contractor or JV of contractors to remove (i.e. Pick-Up, Clean-Up, Pretreat, Collect, separate and Transport) illegally dumped waste from public areas in County Kildare to a Licensed Waste Disposal Facility in compliance with the Waste Management Act 1996, as amended. The Contracting Authority will require the service on a callout basis within 48 hours, 7 days per week, but generally within normal working hours, which may involve more than one location within the County. Repeated weekly call outs may be required, generally in terms of clearing cemetery bunkers, and the like. Full details are outlined under the “Requirements and Specification” section at Appendix 1.The objective for the Contracting Authority in undertaking this procurement process is to ensure that the most effective service is in place for the Environment Dept of Kildare County Council in terms of maintaining our cemeteries, but also in terms of dealing with the scourge of fly-tipping and unauthorized dumping and management of waste. This service must be carried out in line with biodiversity considerations and in that regard the Successful Tenderer will adhere to best practice and Wildlife Legislation so as to preserve the environment of the County. The Successful Tenderer will be required to make all reasonable efforts in the performance of their work to minimize adverse environmental impacts in the methods and delivery of service by having due regard to the unique nature of the locality, including acting to preserve the animal and plant life in each individual call-out.Call-outs will generally be by way of a direct phone call or email from a Waste Enforcement Officer or Community Warden. The contractor will be generally required to attend to the cleanup within 24 hrs. of call-out. Upon call-0ut the Client’s Rep will organize for the issue of a Task Order by email so as to formalize the contract
