Population Postal Surveys of Adults Resident in East Sussex County — An Assessment of Personal and Community Resilience.East Sussex County Council is committed to improving the health and wellbeing of people living in the county and intends to commission a provider to undertake a population survey in 2015, 2017 and again in 2019 to help us identify the best ways to achieve this by building resilience within our population.The Annual Report of the Director of Public Health for 2014/15, Growing Community Resilience in East Sussex, identified that it is equally important to improve and sustain good health and positive wellbeing by focusing on the resources, capacities and strengths of people and communities as it is to focus on their needs, deficits and problems. The report uses the Wellbeing and Resilience Measure (WARM), which identifies an area's strengths and vulnerabilities using routinely available information, to focus on how we can build resilience by growing the assets of wellbeing across East Sussex. WARM has been calculated for East Sussex at electoral ward and district/borough level and 1 of the key data sources was the Place Survey for 2008/09. As this data is now so old, ESCC has decided to commission a population postal survey to update the WARM data and provide supplementary information relevant to the community asset agenda in East Sussex.The survey will incorporate the items required to update the WARM analysis at ward level and also provide further useful measures around health and well-being (particularly mental wellbeing), personal and community resilience and social capital.Full details of the aims, objectives and expected outcomes from the service are contained in the service specification document.The maximum contract value is 300 000 GBP.
