The OJEU Contract Notice will include the following short description:The Department for International Development (DFID) are seeking a service provider to administer a facility under a new programme the ‘Ethiopian Investment Advisory Facility’. DFID are seeking an implementing partner to manage the facility. The facility is expected to be a large programme comprised of many subprojects and run by 1 service provider. The service provider will set up a Programme Management Unit (PMU), which will reside in Ethiopia to manage the facility and all its subprojects. The PMU will have access to a large pool of expertise that it can access depending on what is required for each subproject. Such approaches have already been successfully deployed elsewhere by DFID including the Nigeria Infrastructure Advisory Facility (NIAF), the Climate Resilient Infrastructure Development Facility (CRIDF) based in Southern Africa and the Centre for Inclusive Growth in Nepal.The proposed Ethiopia Investment Advisory Facility will focus on improving the effectiveness of public investment in Ethiopia. It will consist of 4 main pillars: urban development, energy, trade, logistics and cross-cutting issues. Within each of these pillars, the common focus will be improving the effectiveness of public investment decisions and their implementation and removing impediments to structural transformation of the Ethiopian economy. The functions we expect from the implementing partner include, but are not limited to:—Develop good relationships with relevant Government of Ethiopia counterparts in each of the focus areas,—Identification and management of a large pool of consultants that can be drawn upon at short notice to fulfil requests for technical assistance from government,—Delivery, management and quality assurance of technical assistance,—Identification and promotion of lesson learning and synergies between sectors that can help the programme as a whole to add up to more than the sum of its parts.Interested parties should register on the DFID portal and search for procurement reference ‘PO 7245’ to view all related documentation and should use the ‘Dialogue/ Clarification’ function on the DFID Portal to raise any initial questions.
