To undertake an evaluation of basic skills and intergenerational learning provision for children, young people and adults outside of mainstream education provision identifying opportunities for improved service provision and forming the basis of a Basic Skills Strategy for Merthyr Tydfil, Rhondda Cynon Taff and Blaenau GwentThe research aims to evaluate how basic and intergenerational skills are being addressed in formal and informal provision within Merthyr, Blaenau Gwent and RCT but excluding that delivered within the statutory education system. The research will provide recommendations for the future development and implementation of a Basic Skills Strategy for each authority. The Strategy will need to link to the key findings of Aim 3 of the Merthyr Tydfil Adult Community Learning Area Strategy “poor essential skills will not only affect an individuals ability to secure employment but have a negative impact on health” and to the Child Poverty Strategy for Wales and the equivalent strategies within RCT and Blaenau Gwent.
