Evaluation of one year Homelessness Prevention Project

A core objective of the Welsh Assembly Governments 10 year Homelessness Plan is to; “Offer sustainable housing solutions for all and to create a service … that will support that. In ten years time we want to see homelessness reduced to a minimum”.To help meet this key objective, the Minister for Finance and Public Delivery has made available £1,050,000 of revenue funding. This is being used to fund, during the 2010-11 financial year, a series of short term projects across Wales which improve the provision of public services in Wales. This short term funding will be invested into a total of 16 projects covering three themes:-•Developing housing options, advice and support services so they respond to wider aspirations, so the cycle of exclusion can be broken•Further develop the capacity of agencies working with the private rented sector to meet the housing needs of those homeless, threatened with homelessness or in housing need•Raise awareness of the help available to people in housing need/debt, so that they approach agencies as early as possibleThe Welsh Assembly Government on behalf of the Welsh Ministers wishes to commission an evaluation to measure the impact of and effectiveness of the project. It is envisaged that as part of the evaluation activity, the contractor will be required to provide advice and information to those who are undertaking the individual projects, with most of the advice expected to be required in the early stages.The evaluation will commence in May or June 2010, with the final report required before the end of May 2011.The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liabilityPayment terms will be indicated in the contract documents.
