Evaluation of pan-London in-patient detoxification & residential rehab programme

The City invites Quotations for the provision of an evaluation of the new pan-London substance misuse in-patient detox and residential rehabilitation programme, which is being commissioned by City of London. Following a successful bid to the Ministry of Housing Communities and Local Government (MHCLG), grant funding has been secured for a range of services which together provide a new drug and alcohol treatment 'pathway' for London's rough sleepers.The overall aim of this funding is to build capacity and resilience in the system and to increase access for those sleeping rough or at risk of homelessness. A partnership of London Local Authorities, the Greater London Authority and Public Health England London team (who led the bid) has agreed that City of London will have responsibility for commissioning the new services. The pan-London pathway includes three elements: - a new 5-bed hospital-based inpatient drug and alcohol stabilisation and detoxification unit, based at St Thomas's Hospital and - new residential rehabilitation services that are better able to work with people who have complex needs, providing preparatory programmes for 'traditional' residential rehabilitation / independent living. - a new regional team to support and enhance the pathway, addressing barriers to engagement and working with those rough sleepers who find it most difficult to access and sustain drug and alcohol treatment. Referrals onto the pathway will be from London Local Authorities. The Substance Misuse Commissioners in the London Boroughs have been involved in the development of the pathway. Substance Misuse treatment services alongside their colleagues in Housing will be assessing referrals and planning a package of step-down/ongoing support to help people who either complete substance misuse treatment or leave the pathway. Overall, the aim of the substance misuse pathway is to enable rough sleepers who would not otherwise access drug and alcohol detoxification and rehabilitation services to do so. This RFQ seeks a suitably experienced and qualified organisation to evaluate the work of the pathway as a whole and the individual elements that contribute to it.
