Evaluation of the Additional Learning Need Pilot Schemes

This contract is for an evaluation of the Additional Learning Needs (ALN) pilots schemes. Eight Local Authorities are involved in running four pilot programmes that will develop improved responses to meeting the needs of children and young people with ALN in Wales. The successful contractor will be expected to implement an evaluation framework that has already been approved by the client. The framework is structured around theory based evaluation and enables an assessment of the extent to which the individual pilot objectives have been met, but which also enables an assessment of the combined impact of the four pilots at a national level, including their contribution to the wider reform agenda. The role of the successful contractor will be to collect and analyse data from the pilots, but also to act in a critical friend capacity to pilots to explore key issues, support self-evaluation and challenge the progress of pilots. This will need to be supported by an action research study on each of the four pilot schemes.The findings of the evaluation will provide DCELLS with a robust implementation and impact evaluation of the pilots. This will be used to support the development of the statutory reform process for ALN in Wales. The pilots have already begun, but evaluation activity will need to continue until December 2011 to ensure that robust evidence is used to inform the legislative process.Organisations wishing to express an interest in undertaking this requirement should complete the attached pre qualification questionnaire and return it to the address given at section 1 of this notice.
