Evaluation of the consistent performance measures for post-16 learning

The Welsh Government measures the outcomes of post-16 learners in order to evaluate the quality of provision and drive continuous improvements in standards. Performance measure data is provided back to schools and colleges, who are expected to analyse the information and use it when undertaking self-assessments to identify strengths and areas for improvement. Data is also shared with Estyn, who use it during inspections and thematic reviews, and headline data is published by Welsh Government in statistical releases to support public accountability.With this contract specification, Welsh Government officials wish to commission an independent evaluation of this work in two parts. The first part will focus on evaluating the measure of ‘value added’, with the main purpose being to inform future decisions on procurement and operation of the measure.
