Undertake an evaluation of the delivery and quality assurance of post-16 basic skills provision in Wales. Evaluate the effectiveness of delivery and impact of the Basic Skills in the Workplace project (BSIW) and Wales Union Learning Fund (WULF) projects and the supporting Post-16 Quality Standard, to determine their strengths and weaknesses, assess their sustainability and to recommend their future shape to improve the outcomes and impact of basic skills provision to young people and adults in the workplace in Wales. The work will commence in February 2012 and be completed by September 2012. The Welsh Government, on behalf of the Welsh Ministers, will be conducting this procurement exercise through the etenderwales portal https://etenderwales.bravosolution.co.uk.
