Evaluation of the Early Years Integrated System (EYIS)

The Welsh Government (WG) wishes to commission an evaluation of the Early Years Integrated System (EYIS) Programme; a co-construction programme with up to 9 pathfinder Public Service Boards (PSBs). The programme is aiming to test bed a more coherent and focussed approach to the early years, to ensure that children from all backgrounds have the best start in life. It will deliver the ambition for early years set out in Prosperity for All to build on current early years programmes to create a more joined-up, responsive system that puts the unique needs of each child at its heart. This specification sets out what is required, provides background information on the programme, outlines the aims and objectives of the evaluation and provides a proposed methodology. Bidders should outline how they propose to approach the work, including detailed methods. Should bidders feel that the proposed methodology is not suitable they are encouraged to propose alternatives, whilst ensuring that it would provide a robust and comprehensive evaluation given the available budget and timescale.
