Torfaen County Borough Council seeks to appoint a suitably qualified and experienced contractor to evaluate the effectiveness and impact of Bridges into Work across the 6 local authority areas:- • Torfaen; • Merthyr Tydfil; • Bridgend; • Blaenau Gwent; • Caerphilly; • Rhondda Cynon Taff.In fulfilment of this brief, the Authority requires the contractor to:- a. Develop an appropriate methodology for evaluating the impact of Bridges into Work that can be used for this evaluation and future evaluations. b. Evaluate the impact and effectiveness of Bridges into Work, in terms of:- • The impact of the programme on participants; • The impact of the programme upon the community and wider society; • The impact of personal support; • The impact of advice and guidance given to participants; • The cost effectiveness of the Programme in comparison with other programmes seeking to engage economically inactive adults; • The management of the programme; and • Engagement with employers.
