The research is a process evaluation of Working Together to Reduce Harm. The Substance Misuse Strategy for Wales 2008-2018.Contractors will need substantial experience of conducting rigorous evaluations of policy interventions in substance misuse; experience in collecting and analysing qualitative and quantitative data, and detailed knowledge of the literature on what works, both in the emphasis placed on particular interventions (education, treatment, harm reduction, and enforcement) and, within these approaches, what is the most effective practice, in reducing harm to the individual and society.The aim of the research is to conduct a process evaluation to inform the remaining period of the implementation of the strategy. The indicative budget of £40,000 is intended to give an idea of the amount of effort that is required.The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liabilityPayment terms will be indicated in the contract documents.
