Evaluation of the Whole House Assessment Trial

From March 2010, 250 householders eligible for the existing HEES programme that live in a home that is likely to receive an F or G rating on an Energy Performance Certificate will receive a ‘whole house assessment’ of the best way to improve the energy performance of their home. We expect that around 130 households will receive measures that were not previously routinely provided as part of the scheme (e.g. solid wall insulation, low or zero heating carbon technologies).Householders will also have a real time display of energy use installed when the initial assessment is undertaken, and will receive advice on saving energy in the home generally. They will also be provided with advice and guidance on how to make the best of the new measures in their home and be given a contact for follow up advice.This contract is to evaluate householder experiences of the whole house approach, estimate the real world energy, cost and CO2 savings achieved in the 250 homes. The successful organisation will be expected to compare the real world savings to those predicted at the time using rdSAP software, and to explore the potential reasons behind any differences between estimated and actual savings. Following the research the successful organisation will make recommendations as to how the process and householder experience can be of the highest quality and to make recommendations as to how savings can be maximised.The contract will run for a period of 12 months with initial research in to the customer satisfaction of the Whole House Assessment application scheme to be undertaken summer 2010 followed by research in to the benefits one year on. The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liabilityPayment terms will be indicated in the contract documents.
