Evaluation of Tourism Attractor Destinations

The Welsh Government wishes to commission an evaluation of the Tourism Attractor Destinations (TAD) Programme (herein referred to as ‘the Programme’. The Programme is a joint Welsh Government and European Regional Development Fund (ERDF) funded project designed to deliver an iconic tourism investment programme supporting 13 strategically prioritised tourism projects (herein referred to as the Projects) that will raise the quality and perception of destinations in Wales. The Programme came into being in March 2016 and will operate until February 2021.The Programme seeks to contribute to all key areas of the Welsh Government’s national strategy for tourism: ‘Partnership for Growth’ and to deliver economically significant investment in key tourism assets that will attract further business investment and deliver key outcomes in terms of employment and regeneration.The overall aim of this contract is to provide a process and impact evaluation of the Tourism Attractor Destinations Programme. Two reports will be produced and published; at the mid-term and final stages of the programme. The evaluation will assess the success of the Programme against its stated outputs and delivery objectives, and measure outcomes and impact at Project and Programme level.The mid-term report will include conclusions and recommendations to inform the ongoing delivery of the programme.
