TENDER BRIEF:Creative & Cultural Skills would like to recruit an evaluator at the start of the project who will collect, analyse and interpret qualitative and quantitative information to establish the extent to which the work is meeting its proposed outcomes.The aim of the evaluation is to assess whether the heritage workforcein Wales has been diversified through this project, and the success of the delivery of a pan-Wales programme working across a number of partners.Tender submissions are invited from evaluators by 29th August 2018, and should highlight how the following will be measured:1)The effectiveness of promotion of the programme to the target demographic2)Progress against target (total number of young people recruited and total number of young people who complete the qualification)3)The impact of the placement and the qualification on the learner4)The impact of the placement on the host venue5)The success of delivering a qualification in partnership6)The success of remote/electronic assessment of a qualification in a cultural heritage setting7)The success of additional induction and employability training on the learner8)The change, if any, on the way that the host venues recruit staff and any impact on their baseline data in terms of staffing9)The impact on the diversity of the workforce10)The legacy of the projectBaseline data should be gathered at the outset of the project, referring particularly to the existing demographic of the workforce of participating organisations, so that a reasonable comparison can be made upon project completion to demonstrate the impact that the project has had on the demographic of cultural heritage in Wales.In particular, the evaluation should reference the overall outcomes of Skills for the Future, and the Cultural Ambition programme itself which were included in the original application for the work.PROJECT BACKGROUND:Creative & Cultural Skills is leading on a Heritage Lottery Funded Skills for the Future project in collaboration with Museums, Archives and Libraries Division (MALD) in Welsh Government, and a group of lead heritage partners across Wales. The project will create 33 12-month training placements across Wales over a three-year period. The trainees will be aged 18-24 and non-graduates who are not in education, employment or training. Linking strongly with the Fusion: Creating Opportunities through Culture programme and the Andrews report Culture and Poverty, trainees will primarily come from communities experiencing economic disadvantage and be targeted at former Communities First areas in Wales.Each young person will be working towards an NVQ 2 qualification in Cultural Heritage and will complete a combination of units which have been identified by the project lead partners. Young people will complete their placement on three sites, the lead partner will host a 12-month placement, and then two local partners will host additional 3-month placements.Proposed cohort dates are as follows: (subject to change based on training provider recruitment timeline)Cohort 1) Sept 2018-Aug 2019Cohort 2) January 2019-December 2019Cohort 3) October 2019- September 2020The final evaluation report will be made available to sites involved in the project, as well as published on the Creative & Cultural Skills website.
