Evaluator - Co-Creating Healthy Change

We want to evaluate Co-Creating Healthy Change - a portfolio of ten projects running across Cardiff and the Vale aimed at increasing the voice of the community in shaping health and well-being service delivery. The evaluation will run from 2014 until 2017 with a final follow-up report in 2019.The evaluation should assess the impact that the Co-Creating Healthy Change portfolio and individual project models have upon beneficiaries, stakeholders and levels of community participation in shaping health and well-being service delivery.The evaluation will focus on the work carried out by each of the project partners and develop common systems for the identification of baseline data, the stories behind the data for each client group and a model for monitoring beneficiary outcomes – awareness, engagement, participation; the evaluation will also include the collation of a reporting framework so that the details can be shared with stakeholders to help demonstrate and share best practice.We would like to find out:•The impact of each of the projects upon beneficiaries, volunteers, partner organisations, project staff, health and wellbeing service providers and stakeholders.•The baseline and “distance travelled” (in terms of the commitments made by each project in their original application and RBA cards) by beneficiaries and volunteers.•The baseline and distance travelled for service providers in terms of their engagement with service users and levels of co-design/co-production•Effective strategies for devising and implementing self-evaluation approaches•The effectiveness of the portfolio model and how lessons learned can be used by the wider third sector in future portfolio projects.•The effectiveness of the portfolio model in terms of enabling communities to influence service providers and effect significant change•The ability of the participation models, empowering community voice, to be self-sustaining after the lifetime of the project.The evaluator will need to develop and implement a monitoring framework and soft skills measure in partnership with the Portfolio Co-ordinator and project delivery organisations.
