The University of Birmingham wishes to expand the existing Real-Time Power Grid Simulator (RTDS) facility for Large Scale Energy Storage and Real-time Control, which combines hardware and software, permits the simulations of power grid in real-time for the purposes of closed loop protective relay testing, control system testing, research, development and training, in particular the detailed modelling of two terminal MMC (Modular Multilevel Converter) VSC (Voltage Sourced Converter) Converters with some 40 levels or higher as well as HVDC Grid.General System Requirements:1. The simulator should combine hardware and software.2. The simulator should permit the simulations of power system in real-time for the purposes of closed loop protective relay testing, control system testing, research, development and training.3. The simulator should have features of modular design and expandability.4. In order to improve the efficiency of the expansion, ideally the Real-Time Power Grid Simulator facility should expand the capability of the existing RTDS facility, hence ideally it should be compatible with the existing RTDS facility so that they can be interfaced very easily and used conveniently.Hardware:5. The simulator hardware should include processing cards, communication cards, etc.6. The simulator should have real-time simulation capability of networks with around 100 single circuit nodes or more.7. The FPGA (Field-Programmable Gate Array) based units should be provided to have the capability of detailed modelling of two terminal MMC (Modular Multilevel Converter) VSC (Voltage Sourced Converter) Converters with some 40 levels or higher as well as HVDC Grid.8. High precision analogue output with total channels of 24 or more (with optically isolated a/d converters).9. High precision analogue input with total channels of 12 or more (with optically isolated a/d converters).10. High speed digital input with total 64 or more optically isolated digital channels.11. High speed digital output with total 64 or more optically isolated digital channels.12. Digital interface panels with 16 digital output channels or more (solid state contacts).13. A hardware link between a 10/100base T Ethernet or higher and the Simulator to support communications with up to five IEC61850 compliant IEDs.14. A hardware card providing IEC 61850-9-2 sampled messaging for power system voltages and currents.15. A hardware card to act as a DNP slave using DNP 3.0 protocol.16. The simulator should provide interface cards with and testing of controller and protective relays.Software:17. Graphic Interface Software.18. Compiler.19. Standard power systems and control systems libraries including synchronous machine, induction machine, DFIG, transmission line, transformer, series capacitor, shunt capacitor, instrument transformer, FACTS devices such as STATCOM, SVC, SSSC, TCSC UPFC, LCC HVDC, MMC VSC HVDC (including 2-level, 3-level converters and modular multi-level converters (MMC) ), as well as (battery) energy storage system etc.20. Self-definition of power system component models should be facilitated.Delivery and Installation:21. The Supplier must state the delivery lead times.22. The Supplier must state time required for on-site commissioning.23. The Supplier shall check all dimensions on site prior to commencing work and shall include for setting out works for comment by the contract administrator.24. Installation of the equipment will begin within five business days of receipt of the instrument, unless prior agreement on alternative arrangements is reached by the University and the Supplier.25. The Supplier shall be required to undertake a visit to the site and issue a report detailing work to be carried out to prepare the nominated site for Installation.Training and Support:26. Details of training, either in the form of formal training courses, or the provision of hands-on-training will be provided. Suppliers should indicate what, if any, training is included within their response, and the cost, with discounts applicable, of other training courses.Warranty and Maintenance:27. The terms, conditions of warranty will be stated.28. Call out response times during warranty period will be specified.29. An extended Warranty for a period of 3 years after installation and acceptance will be included or the cost stated.
