Expert Consultant to Advance Development of Business Case for a New Torbay Domestic Abuse Service

In 2015 Torbay submitted an expression of interest (EOI) to the Big Lottery Fund?s (BLF) and Cabinet Office ?Commissioning Better Outcomes Social Outcomes Fund? (CBO) which is a programme focusing on approaches that use payment by results (PbR) mechanisms and particularly those that use social investment. Following the submission of the EOI Torbay was invited to bid for ?development funding? and in January 2016 was awarded a grant. The funding will support the appointment of an expert (or partnership) to advance the research and development. This will deliver a clear business case based on cost savings and a tariff mechanism that identifies a new service for Torbay which will improve outcomes and reduce the demand for high cost services across the TPST partnership. BLF have provided the funding under the headings ?Investor strategy and investor stakeholder engagement, expert stakeholder engagement and research, beneficiary cohort consultation and consultation and engagement with delivery partners?. The BLF requires the work to be completed by the end of May 2016.
