The technical assistance is being designed to improve the multilateral and regional approaches to resilience in the Sahel, improve the coordination between actors, and improve the capacity of governments to design, implement, and evaluate adaptive social protection systems. The technical assistance will support regional institutions to improve the climate information systems and the use of this information to test the design and flexibility of the social protection systems and to provide early warning triggers for this flex. The technical assistance will also help ensure that programme interventions are stress tested against future climate scenarios, leading to adaptive social protection systems that are supporting sustainable livelihoods in the long term and not incentivising households to remain in locations or livelihoods that are increasingly untenable with the changing climate. This procurement project is for climate information system and communication expertise. The supplier will be contracted for up to 3 years and is expected to provide at least one embedded consultant working with a high level counterpart at a regional institution (to be determined in inception phase). For example this could potentially be at the CILSS (Permanent Interstate Committee for Drought control in the Sahel) specialized agency, Agrhymet, in Niamey, Niger, at the African Centre of Meteorological Application for Development (ACMAD ) also in Niamey — or in partnership with two institutions. It is envisaged that the embedded consultant would be supported by a number of deep specialists who would provide support through short term inputs and research fellows. The embedded consultant would also be able to provide small, strategic grants to enable stakeholders to work together to address challenges. The Adaptive Social Programme will implement activities in six Sahel countries (Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal). It is expected that the suppliers of this technical assistance will also work across these same countries. Depending on the extent and nature of demand, the scope of work will be reviewed and revised during the contract period. It is expected that the suppliers will be flexible, and able to respond to emerging opportunities as they arise.
