Community Messaging SystemThe Police and Crime Commissioner for Gwent is seeking Expressions of Interest from suppliers capable of providing an online/web based Community Messaging System for use by originators and recipients of information, enabling two way communication. This is to include provision for mobile devices.The system should be easy to use by all parties to enable representatives of the force to communicate effectively and engage with members of the public of all ages and abilities.The system requirements are defined below.Members of the Public1Ability for individuals to register and start receiving messages immediately.2Ability for users to select the type of messages they wish to receive and the frequency of messages3Ability for recipients to reply to text messages4Ability to change addresses/details themselves5Ability to report incidents and/or intelligence6Easy process for individuals to unsubscribe7Ability to register multiple premises e.g. vulnerable parents, private landlord etc.8Ability to take part in survey and live chatsOrganisational1Compliance with Welsh Language Act2Compliance with Equality Monitoring3Compliance with Data Protection Act4System to be defined by wards and in alignment with force layout5Different levels of access for operators/managers6Appropriate training to users of the system7Guidance as to when the system can/cannot be used8Ability to login easily e.g. Police staff number9Ability to upload bulk addresses when signing up streets or groups10Ability to gather information that could assist operationally and also enable further specific targeted messages such as:Do occupiers have private CCTV?Do occupiers own a vehicle?Do you utilise public transport?11Message templates to be developed e.g. crime prevention inc. leaflets12Ability to search on previous messages sent13Ability to schedule messages. – Bring forward system – helpful for campaigns/seasonal initiatives14Reports for current and historical information15Include Community Support Officer photograph – improve face to face communication16Ability to carry out online chats and surveys17Maps displaying use/areas for messages to be distributed to or areas to be signed up18Ability to produce management reports on usage19Link in with other force system e.g. When members of staff change roles, names etc.20The name of the system to be confirmed by the Police and Crime Commissioner for Gwent21The potential to show Sponsors on the system22A 6 week implementation period23Ability to import data from existing systems24Ability to effectively manage the delivery and administration of various schemes25System to be hosted by the supplier with on-going system maintenance and support provided26Ownership of content/information to belong to the Police and Crime Commissioner for Gwent27The proposed product should offer a Force wide solution, covering the Gwent Police area.28The ability of the system to integrate into existing and future force systems.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.uk/Search/Search_Switch.aspx?ID=34134.
