Expressions of Interest: Potential Sub-Contractors to Deliver Waste Transfer and Processing Service

Pembrokeshire County Council (PCC) is seeking to explore alternative ways in which it and other Welsh local authorities can deliver waste management services in the short to medium term, including alternatives to landfill for residual waste treatment and disposal. This comes at a time when authorities in Wales are facing increasing financial and performance pressures in relation to the management of their municipal waste.The council intends to run an EU procurement process for a Framework Agreement on residual waste treatment service provision. The Framework will be made available to all Welsh local Authorities, with PCC being the procuring authority for the Framework. PCC will procure a residual waste treatment service for the County and for Ceredigion County Council in conjunction with the framework procurement.We would expect a procurement of this scale to attract bids from UK based and wider EU based suppliers as market analysis has shown that there is increasing capacity in EU as well as UK domestic markets.The framework opportunity will formally be advertised in early February 2014. In the event of export-based bidders, it is possible that UK-based sub-contractors will be required for the provision of services such as transport, bailing, shredding and wrapping of refuse derived fuel (RDF). As part of the invitation to tender process, PCC wishes to assist the process by providing bidders with expressions of interest from companies who may wish to become such sub-contractors.
