External Evaluation of the Canolfan Y Fron Project

The aim of the Canolfan Y Fron (CYF) project is to provide a new sustainable community asset and hub in Y Fron, Gwynedd, located 7 miles south of Caernarfon, Gwynedd, North Wales, delivering a full range of community owned and managed facilities, enterprises and services which are not currently available, for residents of and visitors to the North Slope of Dyffryn Nantlle.The Company has received significant grant funding support from the BIG Lottery and from Welsh Government. It is a requirement of that funding that the project be evaluated over several years in order for the Company and funders to see how the project has performed against its forecast outcomes and activities, and to learn any lessons that can be applied to the project or elsewhere.Accordingly the Company wishes to appoint a professional external evaluator to work with the Company to evaluate the project in 3 phases:a.Phase 1: Establishing benchmarks and evidence gathering mechanisms in 2018.b.Phase 2: 1st audit evaluation and production of an interim report on the performance of the project in 2020c.Phase 3: Final audit and evaluation and production of a final report on the performance of the project in 2022It is the intention of CYF to appoint one evaluator to work on the whole project. However, because the time scale for this project is potentially up to 5 years, the Company reserves the right to re-appoint an evaluator for Phase 2 and 3 of the project,
